This position is located in Mannheim Germany.
Manheim Army Preposition Stock 2 (APS2) General Manager coordinates all logistics operations at a forward materiel, maintenance, and logistics enterprise site. Executes supervisory, synchronization, coordination, and ensures responsive support to US Army and DOD units/activities. Supervises all operations personnel and operations in charge of all Supply and logistics matters for the site. Ensures that the Mannheim APS2 Site operates in accordance with current regulations and directives and achieves or exceeds established goals or performance standards. Mission responsibility includes the management of requesting, receiving, accounting for, inventorying, storing and issuing of Supply Support Activity, Operational Stock project materiel and Maintenance Activities assigned to the APS2 mission. Ensures the timely procurement of armored and weapons systems parts components or end items for customer support, synchronization between production control, maintenance activity Supply and warehouse operations and property management and provides direct coordination with KTR QC efforts. Responsible for the management, coordination, evaluation and control of transportation and/or shipping requirements; procurement of all equipment, materials, supplies and/or services not available through standard US Army supply systems and for the operation and maintenance of a variety of standard and unique automated logistical support systems such as, the Army War Reserve Deployment System; Global Combat Support System-Army; Property Book Unit Supply Enhanced; Logistic Information Warehouse. Coordinates with government personnel to ensure correct readiness monitoring and reporting for APS2 equipment. Establishes, controls and conforms to approve financial guidelines for supply operations. Organizes and staffs the Mannheim APS 2 site in such a manner as to effectively accomplish its mission.
Executes Primary Coordination authority over Quality Control and executes direct control over 300-400 personnel in absence of APS2- Mannheim Project Manager and Chief of Operations.
Ensures Materiel Site operates IAW applicable Host Nation and Defense regulations.
Uses classified (US-Only) IT systems, including STAMIS and GCCS-A, to manage maintenance and logistics projects
Establishes and maintains effective coordination between the Logistics Department, ASC, customer agencies, CONUS and overseas suppliers, supporting APS locations, and transportation and other support agencies to assure continuous effective supply support.
Establishes priorities for logistic support under conditions which impose constraints upon APS2 Site operations.
Establishes policies and procedures for the accumulation of data required for the preparation and submission one-time recurring reports.
Participates in briefings, conferences and meetings, as required, to support the Germany APS2 Project Manager, and to fully and effectively accomplish the mission of the APS2 Site.
Maintains daily contact with the GE Project Manager and APS2 Chief of Operations other APS2 operating elements and subordinate supervisors in the Logistic Department to assist in the timely resolution of problems and to execute the administrative and operational functions that require attention. Provides coordination and synchronization for QC efforts with all Departments
Reviews all reports, submitted by the QC, Production, Systems Manager and Property Manager and management information data available from other sources that relate to the posture and performance of supply and Maintenance operations. Initiates corrective action or revision of internal methods or procedures, in accordance with regulations, directives and guidance from higher authority, to resolve problems, simplify operations and increase the efficiency and responsiveness of supply operations.
Reports, with recommendations, to the GE Project Manager all logistic requirements or operational problems that are beyond the existing capabilities or authority of the Department.
Supervises the preparation of appropriate general and detailed Standard Operating Procedures (SOPs) in accordance with the APS2-M PWS that describes the general responsibilities and procedures within the various branches and sections of the APS2-M Site Departments, the detailed methods and procedures required to give adequate guidance within the APS2-M Departments, and the detailed methods and procedures required to give adequate guidance and instruction for all personnel assigned to specific functions.
Coordinates and synchronizes the activities of the Inventory Control team in the conduct of cyclic inventories, special inventories and location surveys.
Supervises and directs the activities of the APS2-M logistics systems’ functional analysts in the use, development and/or implementation of current and/or future automated supply and maintenance systems in use, or being fielded for use by the APS.
As required, travels Temporary Duty (TDY) within Europe to include trips in support of exercises and real world contingencies. Deploys on short notice throughout the EUCOM, USAREUR when required in support of U.S. military operations. This may require deployment to potential conflict areas and living in austere conditions.

A bachelor's degree plus 3 years of recent specialized experience, OR; An associate's degree plus 10 years of recent specialized experience, OR; A major certification plus 7 years of recent specialized experience, OR; 15 years of recent specialized experience.
ADDITIONAL EDUCATION REQUIREMENTS:
Logistics Executive Development Course or Command and General Staff College; Completed Maintenance Managers’ course or Supply Operations Course; Human Resources for Supervisors
This position requires a US Secret security clearance.
Must be able to qualify for and operate Government provided light vehicles.
Must be a U.S. Citizenship and a SECRET security clearance is required.
Position will require the ability to pass a pre-employment drug-screen and a government background check.
Candidates must be able to read, write, speak and understand English.
